PROFESSOR AMY GAUDION PRESENTS WORK AT 2023 PRIVACY LAW SCHOLARS CONFERENCES

Amy C. GaudionJune 2023 — Professor Amy C. Gaudion presented her work-in-progress, “Auditing the U.S. Government’s Cyber Stockpile” at the 2023 Privacy Law Scholars Conference held at the University of Colorado Law School from June 1-2, 2023.

Professor Gaudion’s article describes the U.S. government’s use of vulnerabilities for national security related purposes, and considers the legality of these cyber stockpiling practices pursuant to traditional frameworks governing constitutional separation of powers and emerging frameworks aimed at recognizing privacy and civil liberties interests in the digital domain. Her article rejects the conventional calls for codification and reform and considers the contributions of other players in the oversight ecosystem.


Amy C. Gaudion is an associate professor of law at Penn State Dickinson Law as well as the founder of Dickinson Law’s annual cyberspace simulation with the U.S. Army War College. Her scholarship focuses on national security law, cyberspace, and civilian-military relations, and she leads Dickinson Law’s national security and cyberspace programs.
