Biography

Daryl Lim is the H. Laddie Montague Jr. Chair in Law and Associate Dean for Research and Strategic Partnerships at Penn State Dickinson Law, where he is the Founding Director of the Intellectual Property Law and Innovation Initiative. At Penn State, he is a co-hire at the Institute for Computational and Data Sciences, where he serves on the Research Council, and an affiliate of the Center for Socially Responsible Artificial Intelligence.

His scholarship examines intellectual property, antitrust and competition law, artificial intelligence, and innovation policy, with particular attention to how law structures innovation, market power, ownership, access, and governance in technology-driven markets. He also advises institutions and stakeholders internationally on intellectual property, competition, and technology policy.

Professor Lim is an elected member of the American Law Institute and served on the Members Consultative Group for the Restatement of the Law, Copyright. The U.S. Department of Justice and Federal Trade Commission have recognized him as “a leading expert in antitrust law and economics.” IAM Strategy 300 named him to its list of the World’s Leading IP Strategists. He has served on a consultative group advising the United Nations Secretary-General’s High-Level Advisory Body on Artificial Intelligence. In 2025, he received the IP Professor of the Year Award at the Global Intellectual Property, Artificial Intelligence & Technology Conclave & Awards. In 2026, Concurrences shortlisted his article with Peter K. Yu, The Antitrust-Copyright Interface in the Age of Generative Artificial Intelligence, for its Antitrust Writing Awards in the Intellectual Property category.

Professor Lim is also Microsoft Professorial Fellow at the Emily C. and John E. Hansen Intellectual Property Law Institute at Fordham University School of Law, Senior Scholar at the Center for Intellectual Property x Innovation Policy at Antonin Scalia Law School, George Mason University, and Academic Fellow at the Centre for Technology, Robotics, Artificial Intelligence & the Law at the National University of Singapore Faculty of Law.

Professor Lim is the author of the forthcoming Infringement in Intellectual Property Law with Oxford University Press and co-editor, with Peter K. Yu, of Inclusive Innovation, Big Data, and Artificial Intelligence. His recent and forthcoming scholarship appears in the NYU Journal of Intellectual Property & Entertainment Law, Michigan Technology Law Review, SMU Law Review, George Mason Law Review, and Emory Law Journal. His work has also appeared in the Florida Law Review, Berkeley Technology Law Journal, American University Law Review, Stanford Technology Law Review, and other leading journals. Thomson Reuters selected three of his articles as among the best intellectual property articles of the year in 2018, 2021, and 2023.

His work bridges scholarship, policy, industry, and institution-building. He has advised the World Intellectual Property Organization on artificial intelligence and intellectual property policy and has worked with government agencies, courts, industry, and professional organizations on issues at the intersection of innovation and regulation. He founded the Practicing Law Institute’s Global IP Spotlight series and the Penn State Dickinson Law Profiles in Leadership series and serves as anchor for both. He is also a founding member of the Global IP Alliance and its Pennsylvania and Illinois chapters.

Professor Lim’s commentary has appeared in or been featured by major national and international media, including Reuters, BBC News, The Washington Post, Bloomberg, Fortune, Forbes, USA Today, and Law360. His practitioner-oriented writing has appeared in publications of the American Bar Association, Law360, Law.com, IPWatchdog, IP Watch, and other professional outlets.

He is frequently asked to evaluate scholarship for leading journals and academic presses, including the Harvard Law Review, Yale Law Journal, Columbia Law Review, Journal of Empirical Legal Studies, Cambridge University Press, Oxford University Press, and the International Review of Intellectual Property and Competition Law.

Professor Lim has taught or held academic appointments at institutions including the National University of Singapore, Fordham University School of Law, East China University of Political Science and Law, National Law School of India University, Universidad de los Andes, and Peking University School of Transnational Law. Earlier in his career, he served as a Scholar in Residence to Chief Judge Randall R. Rader of the U.S. Court of Appeals for the Federal Circuit and to Commissioner William E. Kovacic of the Federal Trade Commission.
