M.L.S. Admissions

The Master of Legal Studies (M.L.S.) program at Penn State Dickinson Law is a flexible, hybrid graduate degree program that combines online and in-person learning. Designed for professionals and aspiring leaders, the program provides a strong foundation in the U.S. legal system, public policy, and the regulatory frameworks that shape institutions, organizations, and society.

The M.L.S. program at Penn State Dickinson Law is ideal for professionals who work closely with lawyers, or with issues for which legal knowledge would be helpful or want a deeper understanding of the regulations that govern their work. The flexible, 30-credit program allows students to attend classes online and enroll in an array of courses, enabling concentration in various areas of law. The final Capstone Simulation course will require three to four full days of in-person exercises in either Carlisle or University Park.

Upon completion of the M.L.S. program at Penn State Dickinson Law, students will:

  • have a foundational understanding of the key actors, institutions, and legal and policy authorities in the U.S. legal system;
  • have the ability to distinguish between public and private law issues and an understanding of different sources of legal authority;
  • develop essential skills in reading and navigating legal documents;
  • develop essential skills in understanding the legislative process and effectively navigating complex regulatory landscapes;
  • understand the prohibition of the unauthorized practice of law, the ethics related to their degree, and how and when to engage counsel;
  • understand how law interacts with their profession and be able to analyze it in that context; and
  • understand how administrative law, policy, and regulations impact communities differently, consistent with Penn State Dickinson Law’s commitment to antiracist legal education.

Penn State Dickinson Law's M.L.S. program will have three start dates each year: fall, spring, and summer. Applications will be accepted on a rolling basis.
