Biography

Professor Glen, an expert on immigration and administrative law, as well as appellate litigation and advocacy, joins Penn State, Dickinson Law, after a twenty-year career with the United States Department of Justice as an appellate litigator. During his time with the Department, Professor Glen handled a variety of appellate litigation, including seven merits cases before the U.S. Supreme Court, dozens of en banc proceedings, and hundreds of petitions for review of agency action in the federal courts of appeals. He has argued before the U.S. Court of Appeals for the Second, Third, Sixth, Ninth, and Eleventh Circuits. In addition to his appellate portfolio, Professor Glen was tasked with prominent district court litigation, including high-profile challenges to rule-makings and policy implementations over the course of several Presidential administrations. For this work, Professor Glen received four Special Commendation awards from the Department.
