Carl E. Meyer

Growing up in an Air Force family, Professor Meyer was raised with the enduring mentality for public service. He obtained his B.A. at The Ohio State University in 2004, majoring in criminology and Arabic, which also provided him the opportunity to experience cultures across the globe. Through Ohio State’s study aboard program, he was able to complete an advanced language program in Arabic at Damascus University in Syria (2004).

While serving in law enforcement patrolling the streets of Sacramento, California, Professor Meyer attended law school part-time at the University of the Pacific’s McGeorge School of Law, graduating with his Juris Doctor and obtaining a certification in public law and policy in 2010. He relocated back to Columbus, Ohio after marrying his fellow Ohio State alum wife, Arshia, and soon began his legal career as in-house counsel. Professor Meyer engaged in tax litigation as Special Counsel for the Ohio Attorney General representing the Ohio Department of Taxation. He later served as in-house counsel for the City of Cleveland’s Department of Finance, during which Professor Meyer earned his M.S. in Accounting at Texas A&M University, Commerce (2017).

In 2019, Professor Meyer relocated to Mechanicsburg, Pennsylvania, where he began his service in the Department of Defense, serving as Senior Counsel for the Defense Logistics Agency, supporting NAVSUP and Army CECOM. Through his position with Deloitte, he also served Defense clients including the Office of the Under Secretary of Defense for Personnel and Readiness (OUSD(P&R)) and the Assistant Secretary of the Air Force for Financial Management and Comptroller (SAF/FM). Professor Meyer’s most recent Defense position is as the chief contract and fiscal attorney and appointed ethics officer for the Army War College and the Army Garrison at Carlisle Barracks.
