CARLISLE, Pa.—Penn State Dickinson Law Distinguished Fellow in Law and Government Stanley M. Brand recently commented for a Politico story on congressional rules governing staff pay.
He explained that a “loophole” in Senate rules allowed a staff aide to charge $44,000 in commuting expenses between Washington, D.C., and Lynchburg, Virginia, while working for a Kansas senator. He pointed out that the loophole could be a costly practice if widely adopted by other members of Congress.
