CARLISLE, Pa.—Professor Stanley Brand, Distinguished Fellow in Law and Government at Penn State Dickinson Law, appeared on WITF’s “The Spark” to discuss the recent retention election of Pennsylvania Supreme Court justices and the shift from federal court to state court of key decisions affecting gerrymandering.

He weighed in on why this year’s retention election had an unusually high profile and how state supreme courts have become a new battleground.
