Professor Ronnie R. Gipson Jr. highlights developments in aviation industry

CARLISLE, PA—Professor Ronnie R. Gipson Jr. recently presented at separate events highlighting developments and safety initiatives in the aviation industry.
Gipson delivered a presentation to the Maryland Aviation Council, whose membership consists of government agency officials and board members charged with the management and operation of public use airports. His presentation to the Maryland Aviation Council focused on the Modernization of Special Airworthiness Certificate (MOSAIC) final rule, which was promulgated by the Federal Aviation Administration in 2025. Gipson explained how the revisions to Federal Aviation Regulations from MOSAIC serve to promote economic growth and development that will positively impact Maryland’s aviation industry.
At a separate event, Professor Gipson spoke to an assembled group of more than 40 pilots, educating them on the FAA’s enforcement process with the goal of achieving safer operations within the National Airspace System.
Ronnie R. Gipson Jr. is a Visiting Associate Professor of Law at Penn State Dickinson Law. He earned his J.D. from the University of San Francisco School of Law, and he holds a B.A. from Texas A & M University in Modern Languages (French). Professor Gipson’s scholarship sits at the intersection of aviation law and international economic policy and trade law. Professor Gipson’s current projects explore topical issues making headline news globally.
