Hannah Wiseman quoted in Spotlight PA article on ICE detention and environmental law

She noted states and local governments regulate federal facilities for environmental purposes

UNIVERSITY PARK, PA—Professor Hannah Wiseman was recently quoted in a Spotlight PA article titled “The Shapiro admin’s unusual challenge to new ICE detention centers could take years to play out.”

The Pennsylvania Department of Environmental Protection has issued administrative orders prohibiting U.S. Immigration and Customs Enforcement (ICE) from operating its proposed detention centers in Pennsylvania before it demonstrates compliance with state drinking water and sewage regulations. ICE has appealed, but the appeal process is likely to slow the use of these centers.

“It is longstanding practice for states and local governments to regulate federal facilities for environmental purposes,” Wiseman says in the article.

Professor Hannah Wiseman is a Professor of Law, Professor in the College of Earth and Mineral Sciences, Institute of Energy and the Environment Co-funded Faculty Member, and Co-Director of the Penn State Center for Energy Law and Policy.
