CARLISLE, Pa.—Jacob Maguire ’26 has authored an article accepted for publication by the Journal of Gender & Law at the University of California, Los Angeles School of Law (UCLA Law). His article, which will appear in Volume 33, is titled "Protecting Transgender Immigrants in Donald Trump's America: Ensuring Fair Adjudication and Maximizing Persuasive Advocacy of Transgender Asylum, Withholding of Removal, and Convention Against Torture (CAT) Seekers' Claims."

Maguire wrote the article during the fall 2025 semester as a term paper in Professor Emily Spottswood's "Trans Rights Seminar." Spottswood's seminar course was one of the first classes dedicated exclusively to studying legal issues that affect the transgender and nonbinary communities to be offered at any law school in the United States.

"I am really excited to publish my first law review article," Maguire said. "I want to thank the editorial board of the [UCLA] Journal of Gender and Law for this fantastic opportunity. I also want to thank all of my mentors at Penn State Dickinson Law for helping me strengthen my writing throughout my time at the law school.

"In addition, I want to thank Professor Spottswood for designing and teaching such an inventive, important, and timely course about the rights of transgender and nonbinary people," Maguire said. "Finally, I want to thank Associate Dean for Academic Affairs Jeffrey A. Dodge and Dean and Donald J. Farage Professor of Law Danielle M. Conway for their commitment to academic freedom for every member of the Penn State Dickinson Law community, from students with an interest in legal scholarship to faculty members who hope to teach classes on topics that do not always appear in a law's school curriculum."
