Ido Kilovaty

Prior to becoming a law professor, Professor Kilovaty spent two years as a Research Scholar in Law at Yale Law School. At Yale, he served as a Cyber Fellow at the Center for Global Legal Challenges and a Resident Fellow at the Information Society Project, where he remains an affiliated fellow. He also previously served as a fellow at New America and the University of Haifa.

Professor Kilovaty’s research explores the intersection of technology, law, and society, with a particular focus on cybersecurity and cybercrime. His recent scholarship examines topics such as the criminal implications of hacking generative artificial intelligence (AI) systems, the protection of the oil and gas infrastructure from cyberattacks, and the psychological harms that result from data breaches. He has also written extensively on the legal thresholds for cyber operations as uses of force, the extraterritorial application of human rights law to cybersecurity, and the role of ethical hacking in promoting security. Across these works, he investigates how technological risk reshapes legal boundaries, state behavior, and the protection of individual rights in the digital era.

His scholarship has been published in the UC Irvine Law Review, Ohio State Law Journal, Tennessee Law Review, Houston Law Review, Loyola of Los Angeles Law Review, Harvard National Security Journal, Berkeley Law and Technology Journal, and North Carolina Journal of Law and Technology, among others. He has contributed book chapters to several edited volumes published by Oxford University Press, and his op-eds and essays have appeared in Harvard Law Review Blog, Lawfare, Just Security, WIRED, and TechCrunch.
