Biography
COL Mike Lipkin, U.S. Army, currently serves as the Director of Legal Studies at the US Army War College in Carlisle, PA. He previously served as the Chief Legal Advisor, Allied Joint Force Command Naples, Italy, where he advised a four-star Joint Command and staff on all manner of legal issues, including international and operational law, labor, contracting and fiscal, and administrative law. Prior to that, he served as a legal advisor at the NATO Joint Warfare Centre in Stavanger, Norway, where he trained NATO legal advisors from across the Alliance. He previously served as the Staff Judge Advocate for U.S. Army South, the Army component command for the U.S. SOUTHCOM Combatant Command. He also previously served as the Chief of Environmental Litigation for the U.S. Army, and as the Command Judge Advocate for NATO Train, Advise, and Assist Command – South, Kandahar Airfield, Afghanistan. Other assignments include the Brigade Judge Advocate, 17th Field Artillery Brigade, and Rule of Law Attorney, NATO Rule of Law Field Support Mission, Afghanistan.
