About Halkias

Halkias has extensive experience in disability law. She is the former Executive Director of the Office of Social Equity for Shippensburg University, where she served as Principal Advisor on issues related to Titles IX, VI and VII of the Civil Rights Act, Sections 503 and 504 of the Rehabilitation Act and the Americans with Disabilities Act and as Title IX and 504/ADA coordinator and compliance officer. She also guided Shippensburg University’s affirmative action and social equity plans, conducted and sponsored campus programs on equity issues, investigated complaints of discrimination and harassment, and represented Shippensburg University with external groups on matters of social equity, diversity, and civil rights. Halkias earned her bachelor’s degree from Kutztown University and her J.D. from Dickinson Law.

For seven years, Halkias was a staff attorney at the Disability Rights Network in Harrisburg, PA, where she represented clients and their interests in administrative hearings, education proceedings, federal mediation, and other aspects of federal litigation. She has provided assistance to clients about their rights under the Americans with Disabilities Act, Family Medical Leave Act, Rehabilitation Act, Age Discrimination in Employment Act, Fair Housing Act, Medicaid, Mental Health Procedures Act, and the Individuals with Disabilities Education Act. Halkias also served as the Deputy City Solicitor at the Harrisburg Law Bureau, where she managed day-to-day operations and matters in labor, employment, municipal, contracts, criminal, and real estate law.
