How to Apply

Application to the LL.M. program at Penn State’s Dickinson Law is highly selective, and we encourage you to contact Sarah Guillén, International Programs and LL.M. Coordinator, to express your interest.

The LL.M. Admissions Committee reviews completed applications on an ongoing basis. Although the Admissions Committee attempts to notify candidates whose files are incomplete, it is ultimately the applicant's responsibility to ensure timely completion of his or her application. 

While most students seek to enroll in the fall semester (August), Penn State’s Dickinson Law offers the option of beginning the LL.M. program in the spring semester (January). For more information, see the Admissions Timeline.



Instructions on Applying to Dickinson Law through LSAC

  1. Logon to LSAC.  Click here (or on the link that follows) to start your free LSAC registration: https://llm.lsac.org/login/access.aspx
  2. Click “My School List
  3. Click “School Search” in the right hand corner
  4. Click the option to search “Schools Alphabetically
  5. Choose the alphabetical range “PQR
  6. Select “The Pennsylvania State University, Dickinson Law” in Carlisle, PA
  7. Click the “Add” button located left to the school name, and then click on the “My School List” button
  8. The law school should now be listed under “My School List” — click on “The Pennsylvania State University, Dickinson Law
  9. Click on the “Application Information” and start your application.

Application Requirements


Applicants must submit a one- to two-page personal statement addressing (i) why the applicant would like to earn the LL.M. degree, and (ii) what the applicant hopes to contribute to the LL.M. program and law school community at Penn State’s Dickinson Law.


Applicants must submit a résumé or CV outlining relevant work experience and education.


Applicants to Penn State’s Dickinson Law LL.M. Program are required to submit official transcripts from all relevant academic institutions previously attended. Transcripts must include both the original and a certified English translation. Applicants must comply with all LSAC requirements and policies regarding transcripts, and submit their official transcripts and translations with the LSAC form(s) through the LSAC LL.M. Credential Assembly Service.


TOEFL® Requirement. If English is not the applicant’s native language, the applicant must submit a score report from the Test of English as a Foreign Language (TOEFL®).  Applicants to Dickinson Law generally present TOEFL scores exceeding 88 points (internet-based). More information on the TOEFL test is available here.

Although the TOEFL® test is preferred, applicants may submit a score report from the International English Language Testing System (IELTS™).  Applicants to Dickinson Law generally present IELTS overall scores exceeding 6.5 points.

Waiver request. International applicants may be exempt from the TOEFL/IELTS requirement if they have received a baccalaureate or master’s degree from an educational institution in a country where English is both the language of instruction and the only official or native language. Countries that qualify an applicant for exemption include Australia, Belize, British Caribbean and British West Indies, Canada (except Quebec), England, Guyana, Ireland, Liberia, New Zealand, Scotland, the United States, and Wales. Waiver may also be available for applicants who received their degree from an institution where all courses were taught in English. A phone or video interview may be requested to verify language fluency. Please contact us for more information.


Although not required, applicants may submit letters of recommendation from professors or employers (maximum of four letters).

Letters of recommendation should describe the length of time and nature of the recommender's relationship with the applicant, and specifically address the applicant's aptitude for advanced law study in an English language environment by providing specific examples of the applicant’s qualifications in law study and/or legal practice.

To submit letters of recommendation, use the LSAC Letter of Recommendation Service. Applicants must comply with LSAC requirements and policies regarding letters of recommendation, and submit the letters with the LSAC forms to the LL.M. Credential Assembly Service. 


If there is additional information that an applicant believes will be helpful to the LL.M. Admissions Committee in evaluating the applicant’s academic credentials or work experience, the applicant should electronically attach an addendum to the online LSAC application.
